I believe your 3Z2316 is used in installation of the front inner and outer bearing races in the 1928-31 brake drum hubs. KR Wilson later gave this tool an A ### designation. You can search the downloaded K.R. Wilson catalogs on the site and look thru the 1931 catalog pages.
